The source of payment agreements in public procurement.

Abstract

Public procurement represents a highly sensitive process with social impact. In this sense, the origin of the payment agreements assumed in the field of contracting represents an activity of vital importance for administrative processes. However, studies carried out in Ecuador have shown that contracting processes have made corruption possible. The objective of the research is to carry out a study on the origin of payment agreements in the area of public contracting. A study on public contracting in emergency periods is being carried out. The phenomenon of corruption and the corrupt is defined. Finally, an analysis on the extension or termination of public procurement due to health emergency.
