Abstract

Communication as a right allows the emancipatory practice of communities invisible by the hegemonic power, seeing in the Information and Communication Technologies (ICT) tools to make their voices audible; therefore, it is important to determine the empowerment of marginal rural and urban parishes with ICTs as a tool. Observation, interviews and surveys were applied to the inhabitants of 15 selected parishes. The results show advances in the area of ICT massification, and a full awareness of their power is not reflected as part of their transformation processes.
