Abstract

This article analyzes the administrative and social risks arising from the introduction of the Institute of city management. As a result of the study, the authors concluded that the main risks should be considered are 1) fear of being disloyal to the Federal government, 2) the conflict between the administration and the representative body of local self-government, 3) the growth of corruption practices due to the loss of transparency of the process of entry of the head of the municipality into office and 4) the inability to carry out strategic planning.
