Social and community appropriation of ICT: challenges for intercultural universities in Mexico.

Abstract

Information and Communication Technologies (ICT) have transformed all social spheres. In Mexico, structural conditions have historically kept marginalized population groups, such as indigenous peoples living in rural regions where social and ICT policies have been insufficient. Despite the limitations of technological infrastructure, the use of ICT has increased in these locations due to its massive effect and the emergence of youth socialization scenarios such as intercultural universities. In this scenario, different challenges arise for these institutions in closing the digital divide, and promoting the social and community appropriation of ICTs for the linguistic and cultural revitalization of indigenous peoples.
