Performance effectiveness in public management of local governments. Analysis of a case study.
Abstract
This work shows the design and application of a synthetic index that assesses the effectiveness of the performance of local governments. Departing from the theoretical formulation of a set of subindexes composed by indicators related to dimensions for an effective public management, a number of practical evaluations are carried out with the combination of different methods and techniques. The proposal of this tool, adapted to practical needs, has a combination of objective and subjective elements that allow to establish comparisons with empirical tests in different times and places and contributes to achieve a future state from the interpretation of the real state with valid and relevant indicators upon the base of the available and other required information to fill existent gaps.
