Comprehensive evaluation of public policies, the culture of evaluation and interactions with sustainable development.
Abstract
The general objective of this investigation is to determine and assess the relative importance of the factors associated with the evaluation culture, which are the driving forces behind the comprehensive evaluation of public policies. It is centered on representing the approach of integral evaluation of public policies, starting from the analysis of the conceptual interrelations that structure it; examining the reasons for the change towards a coherent evaluation culture in the light of sustainable development and determining the factors associated with the evaluation culture. The relative importance of the factors determined in the Ecuadorian context with information from 100 in-depth interviews, official documents and specialized literature.
