Abstract

The pillars of open government are a means of achieving greater democracy and creating conditions for increased performance in public management. In view of their consolidation, it is of the utmost importance to make available to the citizens consultation and participation mechanisms that are easy to reach and use. This paper aims to make a quantitative and qualitative analysis of the progress of the pillars of open government in different countries. The first part deals with essential elements of these pillars and then shows the comparative study based on the information obtained from the experts consulted. It was concluded that Chile, Spain, Argentina and Uruguay are the most advanced in the implementation of the pillars, according to the variables analyzed.
