Added value law in Ecuador: a brief analysis from its approval until its immediate repeal.

Abstract

The objective was to analyze the impact of the "Capital Gains Law" on the Ecuadorian economy, in order to clearly determine the legal and economic arguments used for its rapid repeal. Among the results, the key points to understand the imminent approval of the Organic Law to Avoid Speculation on the Value of Land and Taxation were addressed. It was determined that Lenin Moreno's decision to include within the popular consultation a question on the Capital Gains Law was risky, but it yielded the desired results. However, we must wait to see if the measure initiated by the executive and decided by Ecuadorians was the right one in the long term.
