Abstract

This study aims to determine how the conditions and processes of the frequency competition called by Arcotel in 2016 affected the organizations, which saw in this the possibility of awarding a frequency, to develop community communication, as well as if the processes were really adjusted to the dynamics of the community sector and the need for a frequency distribution that reaches the percentages recognized by the Communication Law for this sector. Through a systematic review the context of the contest is analyzed, which until now has no final results, the Communication Law and the social organizations whose participation and preliminary results show an uninviting panorama.
