Abstract

The administrative procedure is one of the central institutions of Administrative Law, the basic nucleus from which all the actions of the Administration are linked. This research consists of an approach to the administrative procedure of a common nature, its conceptualization and the changes suffered in its transit to modernity. For this, the criteria and doctrines enunciated by various scientists who are in the roots of this institution are covered; so that it makes it possible to identify the main shortcomings that afflict it in Cuba, a country in which the legislator has lagged behind in this matter. It is not intended to exhaust the topic, or even leave it concluded for sentencing, it only seeks to start the debate.
