Abstract

The article analyzes rural tourism as a local development strategy; it addresses the diagnosis of natural / cultural resources, analyzes supply / demand, and a proposal for local development. The study validates tourism planning, applying national regulations that encourage participation. Rural tourism has potential; offer is given by existing destinations and not by rural tourism; The local government sees PDOT as a State commitment, and not as an instrument that supports Otavalo's local development.
