Laws and Educational Reform Plans in Argentina and Brazil. Comparisons between countries and periods at the beginning of the XXI century.

Abstract

This article examines the regulations that guided the reforms of the educational systems of Argentina and Brazil in the transition from neoliberal to the ‘new left’ governments that took place at the beginning of the 21st century. It stops at the way in which the relationship between economic development and the democratization of access to education in each country was conceived. In Argentina, a conception that understood economic development and educational democratization as antagonistic prevailed, while in Brazil conceptions that sought to balance these processes predominated. The study indicates that this second conception was associated with an increase in equity in access to education, while the second coexisted with its stagnation.
