Abstract

The current health emergency situation caused by COVID-19 that Ecuador is facing, has had repercussions in a scenario of failures in the regulatory framework that promotes the assurance of the appropriate use of economic resources in public purchases to counteract the effects of the pandemic. The review of bidding and contracting processes covered by the Public Procurement Law has unleashed the presence of corruption. This work focuses on analyzing and determining the factors that affect public procurement in emergency situations, visualizing the risks that are exposed in the bidding processes, in order to foresee possible solutions, through the use and analysis of PESTEL, AHP Saaty and MGSP.
