The preliminary projects in their evolution have allowed achievements of a democratic and social nature, committed to guaranteeing the basic freedoms of the individual, aware of their rights, responsibilities and duties, having the freedom to choose their rulers, exercising control by their constituents and the establishment of the State functions. This paper analyzes the achievements of democracy and determines the factors that influence the interlocking of the functions of the State, through the use of the General Method of Problem Solving, the Ishikawa diagram and the AHP method of Saaty.
