Proceedings of payment agreements in public procurement.

Abstract

Public procurement has an economic and social impact, and constitutes a component that articulates operational planning with the effective provision of goods and services; However, the lack of adequate planning and attention to emerging requirements leads to differences outside the parameters established by law; That is why this work focuses on analyzing and determining the factors that affect payment agreements in public procurement, and the mismanagement of legal mechanisms in order to foresee possible solutions, based on the result of the modeling of the PESTEL method, AHP Saaty and MGSP.
