Abstract

Educational public policies in Mexico are developed in a particular six-year term, but there is no precise monitoring of the implementation and evaluation of said policies to identify their achievements or successes. In this work, a documentary research was carried out to know the social contexts where higher education policies were elaborated and the scope of coverage in said type of education. The results show that the policies were designed in a difficult economic context that continued from 1988 to 2022. In addition, coverage in higher education by state is unequal with respect to its growth from 2000 to 2022, in such a way that targeted policies are needed. instead of homogeneous.
