Failure to comply with the regulation of the citizen participation system by the GAD of the rural parishes of the Pasaje canton.
Abstract
The objective of the research was to determine how the non-compliance with the constitutional norms in citizen participation by the Rural Parish GADs has generated a deficient participation of citizens in public affairs, regarding the planning, management, and control of the GADs Parishes of the Pasaje canton. The results show that there is a lack of knowledge of both citizens and authorities regarding citizen participation and its impact on government management. Citizen participation must be promoted from the communities themselves; however, the strengthening of the assertive community-authorities dialogue is required as a strategy in the face of social demands; especially, in the formulation of the participatory budget.
