Issues of effectiveness in the administration of public resources: an examination of electoral financing in Ecuador.
Abstract
Currently, Ecuador has more than 272 political parties and movements, and according to Article 115 of the Constitution, it must guarantee equitable electoral promotion through the media. This study seeks legal alternatives to limit electoral promotion spending and redirect public funds towards more priority areas, examining economic, social, and political equality rights related to electoral financing and regulatory gaps in its use. It has been found that spending on electoral promotion considerably exceeds the budget allocated to education and health, thus weakening the social system in Ecuador.
