Abstract

The concession of public services in Ecuador is a practice rooted in the administrative sphere, in which the State exercises its control and economic participation over the autonomy of individuals. These services, exclusively owned by the State, are granted to third parties who assume the economic risk of operating them. In summary, the administrative concession becomes a tool for the State to provide public services through private entities, separating economic management from the ownership of the services. The State maintains control, supervision, and responsibility for guaranteeing the quality, continuity, and accessibility of these services in accordance with established standards. This work is based on this analysis.
