Keys to efficiency in public administration: a focus on the principles of hierarchy, transparency, and good faith.
Abstract
The Public Administration, in charge of managing citizen resources in pursuit of the general interest, must respect the rights and principles established in the Constitution of the Republic of Ecuador, which defines the country as a State of rights and social justice. The Administration seeks to satisfy general needs following principles such as efficiency, transparency and good faith, but it must impose limits, such as authorizations and licenses, in accordance with the legal system without undermining citizens' rights. This research analyzes the hierarchy and other principles of public administration according to the Organic Administrative Code.
