Abstract

Development and Land Management Plans are crucial instruments for Decentralized Autonomous Governments, allowing them to embody the principles of the Constitution of Ecuador and guarantee equity and quality of life. This analysis is innovative as there are few studies that examine the implementation and fulfillment of these plans. The study adopted a qualitative-quantitative approach to ensure its reliability, employing a narrative design that facilitated the collection of information through interviews. These, analyzed in detail, shed light on the level of compliance with the Development and Land Use Plan (PDOT). The importance of this analysis lies in its ability to assess the degree of enforcement of regulations and their effect on the lives of citizens.
