Abstract

In Mexico, the state is required to guarantee the right to education as stipulated in Article 3 of the Constitution. Autonomous public universities are the means through which access to higher education is specifically realized. The principle of autonomy in the federal Constitution protects these institutions so that they can fulfill their constitutional obligations and their responsibility for social mobility; this includes the powers of academic self-organization, self-regulation, administrative self-management, and self-governance. This study focuses on assessing the capabilities and limitations of the electoral system and electoral justice within these institutions, specifically analyzing the case of the Universidad Michoacana de San Nicolás de Hidalgo through its internal regulations, to develop an academic discussion on these critical issues.
