The influence of the Superintendency of Territorial Planning in the regulation of land use and occupation in the canton: an analysis of the exclusive competence of the GADSM

Abstract

The research evaluated the role of the Superintendencia de Ordenamiento Territorial (SOT) in land use regulation in Pastaza, analyzing the Ley Orgánica de Ordenamiento Territorial, Uso y Gestión del Suelo (LOOTUGS) and SOT resolutions. Using a bibliographic methodology, data was collected from reports and resolutions. The results show that, although sound regulations exist, the Autonomous Decentralized Municipal Autonomous Governments (GADSM) face serious technical and financial limitations. Despite improvements such as the updating of the land cadastre and the integration of technical regulations, problems persist in inter-institutional coordination and access to geospatial information. It is concluded that it is essential to strengthen the technical and financial capacity of the GADSMs and improve collaboration with the SOT for sustainable territorial development
