Open Government in the Civil Registry of Ibarra: Promoting transparency and citizen participation.
Abstract
The study seeks to analyze the implementation of Open Government in the Civil Registry of Ibarra, identifying the non-compliance with the principles established in the Ecuadorian legislation, which directly affects the rights of citizens. The objective was to design an online training plan aimed at the users of this institution, with the purpose of increasing their knowledge of the Open Government system and facilitating its efficient use. The research was developed through theoretical methods such as analytical-synthetic, inductive-deductive and historical-logical, complemented by empirical techniques such as interviews and surveys, which allowed obtaining accurate information on the current state of the system. The results showed the existence of irregularities in the application of Open Government. It was concluded that it is imperative to train the population so that they can effectively access online platforms and demand compliance with legal principles.
