Abstract
The objective of the study was to analyze weaknesses, opportunities, strengths and threats in the implementation of sanctioning procedures in the Municipal Police Stations of Riobamba, in order to propose improvements in their performance. A mixed methodology was adopted, which combined qualitative and quantitative techniques, including surveys of citizens, interviews with officials and participatory workshops. The results highlighted problems in the clarity of notifications and technological deficiencies, with a large representation of respondents reporting confusion regarding the sanctioning process. Work overload and lack of training were identified as key weaknesses. The study concluded that technological modernization, together with continuous staff training and the digitalization of files, could significantly improve the efficiency and equity in the application of sanctions.
