Abstract
The human right of access to ICTs is enshrined in the Law on the Rights of Children and Adolescents of the State of Tamaulipas and also establishes the right to health protection. However, prolonged exposure to ICTs entails various risks, including physical, mental, psychological, and social health problems. This issue prompted an analysis of the human right of access to ICTs versus the right to health protection for children and adolescents in Tamaulipas. This study aims to develop legal proposals to prevent the risks inherent in their use.
