Water justice in southern Tamaulipas. A perspective on the principle of concurrence within the institutional framework.

Abstract

The general objective of this research is to identify strategies, guidelines, and theories that provide a critical path of the state of Tamaulipas (Tampico, Madero and Altamira). The principle of concurrence acts as bridge between the theories of Complex Adaptive Systems, Polycentric Governance, and Whatershed Governance, which serve to estabilish and institutional line for the construction of strategies to minimize water impacts in the metropolitan area. The research methodology uses an exploratory and descriptive qualitative method, analyzing the legal framework (federal and local), the position of the Supreme Court of Justice of the Nation, oficial environmental standards (technical standards), and institutional, political, and social framework of a documentary nature, where a scientific review of primary and secondary information was carried out.
