Human development and social spending on health in Chile.
Abstract
This article outlines the multidimensional approach to human development in relation to individual rights and those of society as a whole. Economic, Social, Cultural, and Environmental Rights (ESCER) guide the State in establishing legal and administrative mechanisms to proceed fairly for the well-being of society with respect to the resources allocated to the health sector. The analysis of human development in relation to the management of public expenditure sheds light on the benefits citizens obtain through social rights and the State's performance in the distribution of public expenditure.
