Abstract

The issues that comprise the agenda of a current government are considered complex public problems because society generally believes they can only be addressed through immediate state action, which becomes public policy as a response to society's needs in the face of public security problems, which are currently insufficient to address the public insecurity problem facing Mexico. These public policies, to date, have not been suitable, pertinent, or sufficient, as they have been developed without the active participation of the main victims in this crucial phase. This paper focuses on this issue.
