Abstract

The automotive industry has committed to contributing to greenhouse gas mitigation in collaboration with governments, promoting public policies that encourage fleet electrification and sustainable mobility. This research presents the current regulatory framework that Electric Vehicles (EVs) must comply with in Mexico. Using a scoping review methodology, the study was divided into 1. Identification of mandatory standards (NOM) and complementary standards (NMX); 2. Characterization of strategies implemented for EVs; 3. Review of the scientific literature; and 4. Exploratory analysis. The study identified two mandatory standards—NOM-001-SEDE-2012 and NOM-194-SE-2021—13 complementary standards, eight federal tax incentives, and two local incentives applicable in Mexico City. The findings reveal an incipient regulatory landscape for EVs in Mexico.
