Abstract

Valuing water is essential for its conservation, and ensuring its affordability promotes access rights and development for the population. This study analyzes from a legal perspective, the economic value of water as established in legislation and the affordability of access rights to drinking water and sanitation services in Puerto Vallarta. A qualitative methodology is used examining the regulation of costs for these services and the perceptions of SEAPAL-VALLARTA users, based on surveys conducted. Users agree on the economic value of water to promote its conservation, but they state that this could increase supply rates. This situation hinders affordability for some access rights.
