The right to water, water security, and access priorities in Puerto Vallarta.

Abstract

The right to water for personal and domestic use is a constitutionally guaranteed human right. At the local level, the municipality provides water and sanitation services to ensure its fulfillment. This study analyzes how the Regulations for the provision of Public Drinking Water, Drainage and Sewerage Services of the Municipality of Puerto Vallarta, and other applicable legal provisions promote these priorities. A qualitative research was employed through an exegetical analysis of the legal provisions and their normative consistency. Water uses and restrictions applicable to urban users were examined. The results reveal a lack of normative coherence, as the regulations prioritize water use for the hotel sector while imposing restrictions on domestic use. In addition, the water demand standards used to estimate consumption may affect sustainability and water security.
