Policies and regulation of professionalization and university-leveling of police training. The case of the University of Security and Justice of Tamaulipas (USJT).

Abstract

This study analyzes the process of university-level integration of police training at the University of Security and Justice of Tamaulipas, taking into account the national and state regulatory framework that guides professionalization in public security. A qualitative method with an interpretive approach was employed, grounded in a documentary analysis of relevant laws, programs, and regulations, as well as a review of the perceptions of involved stakeholders. The results identify the following as key elements: the legal basis granting autonomy, the organizational structure, budgetary availability, physical and technological infrastructure, academic certification, and social engagement. The study concludes that this university-level integration strengthens the professionalization and competencies of police personnel, and suggests that these findings may serve as a benchmark for similar institutions throughout the country.
