Abstract
In this article, we study the right to higher education in the Constitution of the Republic of Ecuador and in some international human rights documents that refer to this fundamental right, also making an analysis of the Ecuadorian secondary legislation that regulates its exercise. This study aims to demonstrate the high number of high school graduates who see their right to access a higher education institution limited by the barriers of a state system that does not have the necessary public policies so that all citizens can effectively exercise this right, more still, when among bachelors there is a considered percentage of people who belong to the priority attention groups.
