Abstract

Faced with the challenges posed by the "public insecurity" in Mexico, the Government that will take the reins of he next Federal administration, decided to create the "Secretariat of Security". When designing public policies, it is necessary to consider that these will be those that are oriented to the modification of social problems and constitute the expression of the will of the political class regarding them The article, in addition to showing the importance of this policy, evidence its legal support in the Mexican Constitution itself and the complementary laws thereof, as well as the regulations that imply regarding the role of the citizen security organs.
