Abstract
Currently, in Peru, ineffective anti-corruption mechanisms are being applied and it has been shown throughout this time that despite the fact that certain security locks have been implemented in both processes and laws, punishments and civil death, the people in charge of making decisions They have no scruples in bidding and purchases, they continue to adopt unfair behavior towards the state and all the systems we have; given this, it is proposed that the system should be changed to a different model, applying new mechanisms.
