Human Resources Management against the application of the Civil Service Law

Abstract

Currently, in Peru there are different labor regimes throughout the public sector, which brings with it an inequality in the labor rights that each person enjoys, and in some cases, it falls into labor discrimination that brings with it the poor quality of the service that is given to users. Through the different unions and institutions, human capital has been highlighted as an important factor; However, each government tries to boost public service, as well as establish production goals without observing the working conditions of workers, generating a diverse panorama of solutions that exacerbate an apparently ignored situation.
