Abstract

This article analyzes the divorce between discourse and institutional practices that seek to consolidate regional integration processes (MERCOSUR) based on scientific, technological, educational and cultural cooperation among its members, based on the creation of common academic spaces and international cooperation for the development of science from public universities. The case study, the Binational Bachelor in Tourism (Uruguay / Argentina) describes the difficulties of both universities in the management and internationalization of Higher Education from its inception in the year 2005 until its final closure in 2015, within the framework of the Information and Knowledge Society that promotes integration as a strategy to generate regional and international interdisciplinary academic spaces.
