Ensuring shipping safety at the beginning of the 20th century.
Abstract
The present article is devoted to the study of the key period in the formation of the world system for ensuring the safety of merchant shipping. Within states, the implementation of internationally accepted conventions and agreements is the responsibility of the special services designed to ensure the safety of navigation. It has been established that in the matters of legal regulation, organization, and functioning of service to ensure the safety of navigation in various states differed in many aspects, but at the same time, they were tripled strictly within the framework of international norms and obligations arising from them.
