Reflections on the violation of constitutional rights in the freedom of choice for public higher education in Ecuador.

Abstract

The National Examination for Higher Education (ENES) in Ecuador is governed by the principles of merit, equality of opportunity and freedom of choice of career and institution, adopting affirmative action measures that promote equality in favour of rights holders in situations of vulnerability and inequality. It addresses the problem of applicants for higher education at a State university who have been unable to enter because they have not achieved the required score or because they have not had enough places. It describes the violation of their rights to freedom of choice of career, discrimination, and equal opportunities.
