Research project for the reform of the Regulations on the Career Path and Ranking of Academic Staff in Ecuador's Higher Education System.

Abstract

This study analyzes the impact of the Regulation on the Career Path and Ranking of Academic Staff in the Higher Education System on educational quality and faculty professional development, using the Escuela Superior Politécnica de Chimborazo* (ESPOCH) as a case study. Employing theoretical, empirical, and statistical methods alongside expert judgment, the research examines the regulation's evolution, strengths, limitations, and impact on academic promotion processes. Preliminary results indicate that the Regulation fosters meritocracy, transparency, and quality; however, challenges persist regarding the strictness of requirements, limited participation, a lack of incentives, and inconsistent application of the rules. Based on these findings, a reform is proposed to strengthen equity, promotion opportunities, and professional development.
